The Real ID Act mandates that every American must have a national ID card. Without it, you most
likely will not be able to drive, board an airplane, train, bus, enter any federal building, or open a
bank account. It is extremely likely that you will not be able to get a job without it.

Most countries ruled by socialism or totalitarian governments have not enjoyed much privacy or
civil liberties. These countries have historically had the most stringent national ID systems in place
– i.e., Russia, Germany, and China.

I believe we do not need to collect data on our population to do the work that an effective border
used to do. The reason, in my opinion, the ID cards are being pushed is because our borders have
been made ineffective.

As Governor, I would vehemently oppose, and veto, any legislation ratifying the Real ID Act in the
State of Texas.

For over 200 years we have existed without a national ID card. Do we want a national database
with information on every citizen in Texas that can be pulled up at the click of a computer mouse?

For over 200 years, we have relied on our borders to provide a safe and secure nation and state.

In the nation-state, you should not need an ID card to do the job of an effective border. You should
be able to go anywhere you want within the safe and secure borders of your nation or state.

The price of the elimination of borders is constant surveillance.
